Do a reset with a USB flash drive. It just wipes your C: drive out, chill!

hi, i have a acer switch 10 windows 8.1 recently i was using my acer switch 10 then it just powered down upon rebooting it gave me the acer logo as normal then the screen began to flash about 3 or 4 times before going to a black screen with the logonUI.exe error message blinking in and out each time with three different error codes. i can not login or go into safe mode. ive tried everything i can think of. ive reset my computer, refreshed it startup repair does nothing. i do not have a usb drive, network connection or windows recovery dvd. the only thing i can really do now is use the command prompt witch i have. i have already tried using the system file checker tool when it completes it says "windows resource protection could not perform the requested operation. i don't know what to do at this point, should i just take it to a computer repair shop and see if they can fix it?
